Who are the ones who may inter God's Heaven?
Good and Bad have nothing to do with it.
All depends on whether a person is saved from sin or not.

judgment -
Who gets to go to heaven
* Many who have been good may not go.
* Many who have been bad may go.
* What is the criteria for going?
The condition for entrance into heaven is found in the Bible.
First let us state that none are eligible. “All have sinned and come short of the glory of God.” The Bible - Book to the Romans - Chapter 3 -
Line 23 This clearly states that all of us are sinners and as sinners we cannot
enter into God’s glory, heaven. So whether having lived a mostly good life or a
mostly bad one makes no difference, none of us are entitled. It is of no
consequence if a person was poor or rich, educated or uninformed, religious or
atheist. It is unimportant as to race, statue or creed. God considers all
irrelevant as to heroism or cowardice, successful or failure, leader or
follower, wise or foolish; or any other characteristic attributed to mankind.
God’s sole qualification for forever forgiveness and an eternal life with a
loving God is, are you saved, born again?
This previous statement begs the question, “What must I do to be saved?” The Bible - The Acts of the Apostles - Chapter

The next line in this same book and chapter answers this question, “Believe on the Lord Jesus Christ and thou shalt be saved.” The Bible - The Acts of the Apostles - Chapter

The rest of this explanation will be concerned with “believing” as
dictated in the above Bible line.
Bible type of believing is the placing of your trust. It is not just an
acknowledgment that you believe that Jesus Christ existed, or even having
knowledge of any or all of His attributes, but it is taking action in your
belief and placing your trust in Him.
Now we come to “placing your trust in Jesus Christ”. What is this?
Jesus is the Saviour of the world. The very name “Jesus”, means “God Saves”.
Jesus is God and He does the saving from sin. So to place your trust in Jesus
Christ is to say that you realize you are a sinner and that you are placing your
trust in Jesus as your Saviour from all of your sin.
There are no promises on your part to lead a perfect or even an occasional good
life in order to be saved. Jesus takes the sinner at the moment He sees that
heart place all trust in Him as Saviour from sin. What went on previously or
afterward is not significant as far as being saved or born again is concerned.
But one must remember that if a saved person continues to live in habitual,
unconfessed sin, that God will chastise him or her. Chastisement is applied to
gain correction. God through His infinite wisdom may employ His correction
mildly or harshly to get His child’s attention and rectification.
Salvation from all sin, is not a free pass to do as one pleases.
So one can easily see the only persons allowed into heaven will be those who
have been born again, saved, into the family of God. “But as many as received Him (Jesus), gave He power to be the sons of
God (born again as sons), even to them that believe on His name
(Jesus, God Saves).” The Bible - Book of the Gospel of John - Chapter
